The Chinese Government has set out a five-year plan that will focus to develop programs that will ‘improve citizen’s overall well-being’. The program will host various information regarding social services online via cloud-based technology. The cloud system will run Linux and use IBM’s System z mainframe. It aims to connect China’s rural and urban populations with immediate access to government departments, social service providers, medical institutions, corporate and public organizations and schools.

To access the information, users will be provided with ID cards. The Chinese Government explains that this is so citizens are able to perform a range of functions such as to pay for social insurance contributions or to receive unemployment benefits. The Chinese Government hopes that this system will increase the efficiency of government services.
