Bypassing the overcrowded sidewalks and roads, city planners have devised a system of skyways that allow pedestrians to travel along elevated paths, twenty feet above the fray. One has been completed, and the city plans on building a total of 49. The $300 million cost of the project will be offset by the sale of ad space along the bridges.
