It's rumored that Marvel is developing a series of 10 minute short films to introduce secondary characters like Black Panther, Luke Cage and Dr. Strange, in front of their feature full length movies. While no further information is available, Marvel, which is now a part of Disney, may be taking this approach to gauge the reaction of fans towards new characters and analyze the feasibility of featuring them in full length films without making a huge investment to introduce these unknowns to audiences.
