Shutting the gate after the horse has bolted? A Greenpaper in the UK parliament proposes that pesky kids who download files be banned from the interweb. If they’re caught downloading copies of content they’ll be banned by an ISP from using the web.

Huh? The whole world is talking about reinventing business models to deal with ‘free’ and the UK (and France) tries to go old school on us.
