A new telecommunications innovation in New York will soon allow emergency officials to blast critical text message updates to anyone with a cellphone within a certain radius. The system is named the Personal Localized Alert Network (PLAN) and is designed to use cell phone towers to send messages to everyone currently in that area. Messages may include direct alerts from the President of the United States, imminent security threats, or information about lost relatives.
